Legislative Update with Jay Kruse by Jay Kruse, Chief Advocacy Officer Good Morning! I think many times constituents and voters don’t realize the work and time commitment required to be a state legislator. The focus is often on the time spent in the Capital during legislative sessions considering legislation once it’s introduced. However, much of the “heavy lifting” is done in the summer months, outside of session, when a majority of those bills that are voted on during session start out as just an idea or concept. This week, I’ve had the opportunity to attend and represent credit unions at the Council of State Government’s Midwestern Legislative Conference in Rapid City. This organization and conference play a large role in keeping legislators up to date on timely and relevant topics, with engaging speakers that are expects in their fields of work. Throughout the four days of meetings, subject matter experts from across the Midwest provided new insights into important policy areas such as agriculture, criminal justice, health care, education, economic development, and fiscal affairs as well as Midwest-Canada relations. And as you could expect, there was an entire day dedicated to “post-pandemic” response and challenges. While the detailed policy discussions are a very important part of the conference, the networking opportunities provided this week with so many legislators in one place was the most valuable in my opinion. We are already working with legislators in the Dakotas on a few different topics in anticipation of the 2021 SD legislative session we believe will help improve the operating environment for all credit unions. More to come! INTERCHANGE - WE NEED YOUR HELP Earlier this week, you should have received an email from CUNA’s Chief Advocacy Officer, Ryan Donovan about the work we are doing to ensure interchange regulation is not extended to credit card programs. We plan to use and leverage your responses during our Fall Legislative/Regulatory Hike the Hill taking place in Washington D.C. later this year. Quantifying the costs and return on credit card programs and understanding the impact of potential regulations on credit unions and their members is critical to our urgent and proactive advocacy efforts. We need your help by providing this information for your credit union. Please set aside a little time to help us gather this very important data as we continue our conversations with our Dakota congressional delegation.
